CONCORD, N.H. (AP) - A once prominent New Hampshire attorney and former Manchester city water commissioner is headed to federal prison for more than four years. Thomas J. Tessier was sentenced Tuesday in federal court in Concord as part of a plea deal with federal prosecutors.
